Create change request based FCD – A summary of the activity

Engineering Changes are initiated by the release of Service Bulletins, Service Information Letters, Air Operators Telexes by the OEM, Airworthiness Directives by Aviation Authorities, or Modification Change Requests raised internally through reliability analysis. The Engineering department records these change communications as Maintenance Change Requests (MCR). All such MCRs raised will be evaluated in the Modification Committee Meeting (MCM). The MCM, after evaluating the economic feasibility and safety implications, finalizes the effectivity and work scope for the engineering change. Depending on the nature of the MCR and the urgency of the requirement, the execution document for implementing the MCR is decided as either an Engineering Document (ED) or a Fleet Campaign Directive (FCD).

MCRs for which the execution mode is identified as “FCD”, can be referred as change request in this activity. FCDs are generally used for inspection and emergency maintenance actions. Normally the FCD is taken up on priority, and is a blanket order to the field, to either replace the parts or perform a particular service on a fleet. For example, an OEM may notify an airline that a particular batch of a part manufactured by them has defects and they need to be replaced immediately. This directive is immediately implemented as an FCD and communicated to the field. An engineering change communication such as a Service Bulletin (SB) or AD can translate into an FCD, to confirm or assess the circumstances mentioned in the change request.

A unique number identifies the FCD. You can select the change request for which you wish to generate the FCD in the “Select Change Request” page. The “Create FCD” page allows you to specify the general details and the FCD execution details.

Create FCD

Fleet Campaign Directives (FCD) are change documents generally used for inspection and emergency maintenance actions. Normally the FCD is taken up on priority, and is a blanket order to the field, to either replace the parts or perform a particular service on a fleet.

You can create an FCD based on a change request. A change request that demands immediate and urgent compliance can be translated into an FCD in this activity.

Define aircraft and part effectivity for the change request based FCD

If the change request based FCD is applicable for “Aircraft”, you can define the aircraft effectivity, that is, indicate the aircrafts for which the FCD is applicable.

If the FCD is applicable for “Engine” or “Component”, you can define the part and component effectivity, that is, indicate the parts and components for which the FCD is applicable.
