Viewing MCM information – An overview
The engineering changes that must be carried out on the maintainable assets such as aircraft and components, are initiated through the release of one of the following:
Service Bulletins or Service Information Letters
Air Operators Telexs by the OEM
Airworthiness Directives by Aviation Regulatory Authorities
Modification Change Requests, raised internally through reliability analysis.
The Engineering department records these change communications as Maintenance Change Request (MCR).
Engineering changes often have serious financial implications by way of execution costs and revenue loss associated to grounding time for execution. Consequently, a proposed engineering change is first evaluated by a management committee comprising representatives from the engineering, maintenance planning, material planning, production planning, and in certain cases, a representative of the local regulatory authority. This committee is termed as Modification Committee and most airline operators have a permanent Modification Committee, which meets on a regular basis.
The decision, as to whether an engineering change must be executed or not, will be taken by the Modification Committee in the Modification Committee Meeting (MCM) after doing an extensive cost benefit analysis and evaluation of the safety and reliability implications.
All the MCRs raised will be evaluated in the MCM. The MCM, after evaluation of the economic feasibility and safety implications, finalizes the effectivity and work scope for the engineering change. Depending on the nature of the MCR and the urgency of the requirement, the execution document for implementing the MCR is decided as either an Engineering Document.
Any revision in the MCR because of revisions in the respective external document, will also be referred to the MCM. Based on MCM’s decision, these revisions will result in the creation of a new Engineering Document or modification of an existing Engineering Document.
This page allows you to view the MCM information regarding a particular engineering document. Details such as the type of the change document, which could be either Engineering Document, the MCR number from which the change document is generated, the revision number of the MCR and the description of the MCR, can be viewed. The MCM status, which is the status of the MCR during the MCM proceedings, is also displayed. If the MCM has denied the execution of the engineering change or MCR, then the reason for non-execution is displayed. The system also displays the mode of execution of MCR, the regulatory authority who approved the MCR, the document number of approval of MCR, the date on which the MCR is approved and the comments regarding MCM proceedings.
