 Appraisal objectives must have been set for the appraisee against their appraisers.   

 Administrator or HR users must have completed the “Initiate Appraisal Process” activity

 If Self Appraisal parameter and “Mandatory Before Appraisal” flag is set then the employee self appraisal should have been completed.
