Select “Create Competency ” from the left pane.
The “Create Competency ” page appears.
Specify the following details.
Competency Definition Unit |
Select the organization unit in which you must create and define competency classes. Tell me more. |
Status |
The definition status of the competency. The system displays the status as “Completed” if the definition process for the competency has been completed and as “Pending” if the competency is still being defined. |
A unique code to identify the competency. | |
A brief description of the competency. The short description can be an abbreviation of the competency description, a short form of it or the full description itself. For example, if the description is “Behavioral Traits”, you can specify the short description in an abbreviated form as “BT” or enter a short form for the description as “Beh. Trts” or “Behvl Traits” etc. | |
Competency Long Description |
A more elaborate description of the competency. For example, if the competency being defined is “Behavioral Traits” for which you have already specified the short description as “Behvl Traits”, you can specify the long description as “Behavioral Traits with respect to Quality Management” or “Behavioral Traits with respect to employee motivation” etc., to make the description more clear. By default, the value entered for short description will be displayed in this field if you do not enter any value. |
Inactive |
Indicates if the details of the competency are active and available for use in other activities or otherwise. |
Specify the other details of the competency like the code, short description etc.
Select the “Inactive” check box.
When you save the details, the system will maintain the details in inactive status, which means the details will not be available for use in other activities.
By default the system maintains the details in active status. Note that a blank check box indicates that the details are active and available for use in other activities.
The minimum desired level(MDL) of a competency indicates the minimum extent to which the competency must be present in an employee. For example, if the MDL for the competency “Communication Skills” is 3 or 4, it indicates the minimum extent to which the competency must be present in the employee. In this example, the maximum value of the competency is set as 5, in the system parameters. | |
Maximum Level |
The maximum value set in the process parameters for the competency. The system displays the predefined value. |
Trainable |
Indicate if the nature of the competency is trainable or otherwise. Checked indicates the competency is trainable, unchecked indicates the competency element is not trainable. A competency that is expected to be inherent in employees, such as “Integrity”, which cannot be imparted through training to employees who do not possess it, is a non-trainable skill. A competency element such as “Drafting Proposals” could be an example of a trainable skill. |
Select the “Trainable” check box.
Leave the “Trainable” check box blank. Note that blank check box indicates that the competency is not trainable.
Map for all employees |
Indicate if the competency should be mapped to all the employees in the organization or otherwise. For example, the competency “Operating Compressor” or “Driving Skills” cannot be mapped to all the employees while the competency “Discipline” can be mapped to all the employees. |
Select the “Map for all employees” check box. Note that blank check box indicates that the competency is not mapped to all the employees.
Comments |
Any additional comments that might be significant or meaningful about the competency. |
Select the book icon beside the “Comments” field.
The system displays a dialog box in which you can enter the comments.
Select the “OK” pushbutton in the dialog box to save the comments and return to the previous page.
Select the “Cancel” pushbutton if you want to cancel the details entered.
Use the “Map Competency Class to Competency” multiline to specify the competency classes that must constitute the competency.
Specify the following in the “Map Competency Class to Competency” multiline.

Competency Class Code

The unique code of the competency class, which must comprise the competency. Help available |
Select the “Help” icon in the “Competency Class Code” column of the multiline
The system displays the “Help On Competency Class” page.
The system lists the competency classes in the multiline in the page.
Select the required competency classes from the multiline and select the “OK” pushbutton.
The system fetches the selected competency class code(s) to this multiline column.
Competency Class Description |
The description of the competency class code. The system displays the description when you specify the competency class code and select the “Save Competency” pushbutton at the bottom left of the multiline. |
Weightage |
A number, for instance 5 or 10, to indicate the weightage given to each competency class with reference to the other competency classes within the competency. Example: There are three competency classes in a competency, and you have assigned them the following weightages: 40, 10 and 5. The system computes them in percentage as follows: 62.5%, 25%, and 12. 5%. |

The competency class weight in percentage. |
Specify the weightage in the corresponding multiline column.
Select the “Compute Competency Class Weights (In %)” pushbutton below the multiline.
The system computes and displays the weightages in percentage.
Number of Competency Elements Mapped |
The number of competency elements comprising the corresponding competency class. The column displays the number of competency elements comprising each competency class after you complete the competency element definition using the corresponding multiline in the page |
Select the “Save Competency” pushbutton to save the details.
Select the competency class to which you want to map the competency elements, from the “Competency Elements For” drop down list box.
Use the multiline below the drop-down list box, to map competency elements to the selected competency class.
The multiline displays the following columns: “Select”, “Competency Element Code”, Competency Element Description”, “Minimum Desired Level”, “Weightage” and “Weightage (in %)”.
Enter the following in the corresponding columns in the multiline.

Competency Element Code |
The unique code of the competency element which you want to map to the competency class in the “Competency Elements For” dropdown list. You can enter the code directly or select it through the “Help on Competency Element” page. |

The system displays the “Help on Competency Element” page.
Select the required competency elements and select the “OK” pushbutton.
The system lists the selected competency elements, in the corresponding column in the “Create Competency” page.
Competency Element Description |
The description of the corresponding competency element. The system displays the description when you select the “Save Competency Elements” pushbutton at the bottom left of the multiline. |
Minimum Desired Level |
The minimum extent to which an employee must be proficient in the corresponding competency element. The proficiency levels of the employee in a competency element can be rated on a numeric scale of 0-100, 0-120, 0-150 etc., based on the maximum value set in the process parameters during deployment. Enter a value, to indicate the minimum proficiency level, which the employee must possess in the competency element. The maximum desired value that could be assigned is already set in the process parameters. Depending on the maximum value, you can assign a value to indicate the minimum desired level. Example: The competency element is “Drafting Proposals”, and the maximum value is set as 200. You can specify 35 or 45, to indicate the minimum extent to which this competency element must be present in the employee. |
Weightage |
A number, for instance 5 or 10, to indicate the weightage you want to assign to each competency element with reference to the other competency elements within the competency class. |

Note.
The Minimum Desired Level is distinctly different from Competency Element
Weight. Notwithstanding the minimum desired level of a given competency
element that you expect an employee to possess, you can decide on the
weightage of the competency element in relation to other competency elements
under a Competency class.
Example: For the competency element Computer
Literacy, you can assign the minimum desired level for a candidate
as 50, where the maximum
desired level is set at 200,
in System Parameters. But, you may specify 60
to be the weightage assigned to this element for a Data
Entry post, while Communication Skills are assigned 30 and Behavioral
Traits are assigned 10
.
Besides, the weightage for a specific competency element or class can be
changed judiciously from department to department.
