Create change request based engineering document – A summary of the activity
The aircraft, which is supplied by the original equipment manufacturer (OEM), will have a prescribed configuration. The maintenance procedures to be followed for attaining an acceptable level of reliability and operating output, is also prescribed by the equipment supplier. The regulatory authority approves the configuration of the aircraft and its major assemblies together with the maintenance program to be adopted, before the aircraft is inducted for regular operations. During its operating life, in order to increase reliability and ensure maximum availability, aircraft and components are subjected to innumerable changes. A modification to an approved aircraft or component configuration, or their maintenance procedures is referred to as an “Engineering Change”.
Engineering Changes are initiated by the release of Service Bulletins (SB), service information letters or air operator telexes by the OEM, Airworthiness Directives by the aviation authorities or modification change requests raised internally through reliability analysis and feedback from marketing department. The Engineering department records these change communications as Maintenance Change Requests (MCR). The MCRs are evaluated in the Modification Committee Meeting (MCM). The MCM, after evaluation of the economic feasibility and safety implications, finalizes the effectivity and work scope for the engineering change. MCRs, for which the mode of execution is identified as “Engineering document”, can be referred in this activity.
Note: MCR is referred to as ‘change request’.
The change request can lead to the creation of an engineering document. Each engineering document is uniquely identified through a number that is system generated or manually assigned. The background information and referential information such as the ATA chapter, access panels, zone and body station references can be provided. Material (spares and kit) and resource requirements can also be identified in the engineering document. Multiple tasks can be identified and schedules can be defined for each task. Based on their applicability, engineering documents are classified as “Aircraft”, “Engine” or “Component”. While the effectivity for the Aircraft related engineering document will be specified in terms of aircraft models and specific aircraft registration numbers, the effectivity for the Component related engineering document will be in terms of part numbers and serial numbers. Configuration change information also forms an attribute of an Engineering document.
The change request can undergo revisions after an engineering document is authorized. Generally, all revisions will increase the scope and add to the existing data. Each revision of the change request need not result in an engineering document. Depending on the nature of the revision, the MCM decides whether the revision needs to be acted upon. The decision by the MCM on these revisions will result in the creation of a new engineering document or the revision of an exisitng engineering document. If the change request revision leads to a revision in the effectivity, then a fresh engineering document will be authored for the incremental effectivities. Alternately, if the change request revision leads to a revision in the work scope, the existing engineering documents will be revised.
Note: Only an engineering document in the “Released” status can be revised.
