If you specify that the employee will accrue leave at the end of the duration, he or she can avail 3 days on 31 March 2002 although eligible for the leave throughout the period 01 Jan 2002 to 31 March 2002. If you specify that the employee will accrue leave at the start of the duration, he or she can avail the 3 days on 01 Jan 2002.
